CS FOR SENATE JOINT RESOLUTION NO. 3(JUD) Proposing an                         
amendment to the Constitution of the State of Alaska limiting the              
rights and protections of prisoners to those required under the                
Constitution of the United States, which had been held (page 1226)             
was before the Senate on reconsideration.                                      
                                                                               
Senator Kelly moved and asked unanimous consent that he be shown               
as a cosponsor on the resolution.  Without objection, it was so
